Ohio first license: documents, age groups and training
Build an Ohio TIPIC and first-license folder with identity, residency, lawful-presence and age-specific training requirements.
By the US DMV editorial team · Passenger-car permit study
Your first Ohio passenger-vehicle license starts with a temporary instruction permit identification card (TIPIC). Before booking a visit, separate the papers needed for the knowledge test from those needed to purchase the permit, and identify the training path that applies to you.
Choose your age and credential path
The BMV first-issuance page allows the permit process from 15½. Applicants under 18 need an authorized responsible person with identification to co-sign when purchasing the TIPIC. Before a probationary license, complete 24 hours of classroom/online instruction and eight instructor driving hours, plus 50 practice hours including ten at night, hold the TIPIC for six months, and pass the driving and maneuverability tests. The probationary license starts no earlier than 16.
For 18–20-year-olds, complete the approved 24+8-hour course and the additional 50 hours, ten at night, recording the practice on BMV 5791 and having the eligible adult’s signature notarized. These requirements apply before the driving test; becoming 18 does not remove driver education. The six-month teen permit holding rule is not listed for this adult group.
At 21 or older, a first-time applicant generally needs the TIPIC and tests. Failing the first road or maneuverability attempt can trigger abbreviated adult training before retesting. If you already completed training recently, ask BMV to review your certificate before paying for another course.
Credential type also matters: under section 4507.21, applicants 21 or older seeking an initial limited-term license generally need approved training and 50/10 practice hours too. Statutory exemptions exist, including certain reciprocal-license and documented employment situations. Confirm an exemption with BMV rather than assuming a foreign license or age alone supplies one.
Compare the ordinary age routes
| Licensing route | Education, practice and permit requirements |
|---|---|
| Under 18 | 24 hours theory + eight instructor hours; 50 additional practice hours including ten at night; TIPIC held at least six months |
| 18–20 | 24 hours theory + eight instructor hours; 50 additional practice hours including ten at night; the six-month teen holding rule does not apply |
| 21+, ordinary first-license route | Abbreviated training may follow a failed first driving test. No blanket 50/10 practice or six-month teen holding requirement applies to this ordinary route |
The 21+ row does not describe the initial limited-term route explained above. Check credential type before using the table.
Prepare the identity folder
For an in-person knowledge test, BMV asks for acceptable proof of full legal name, birth date and SSN if assigned. Purchasing the TIPIC also requires Ohio residency and citizenship or lawful presence. Passing online does not finish permit issuance: complete the vision screening and purchase the TIPIC at a deputy registrar within 60 days of passing.
Use the acceptable-document lists for your chosen card:
- Match the legal name across identity papers; bring original or certified name-change documents connecting any differences.
- A federally compliant card requires two Ohio street-address documents from different sources. Use the separate Standard Card list if choosing that credential.
- Bring the accepted SSN proof if a number has been assigned. Form BMV 5745 is an SSN-proof option only when your SSN was previously established with BMV.
- If no SSN was assigned, check your immigration-status document route with BMV; do not invent a number or assume online identity verification will work.
For noncitizens, follow the BMV status-specific instructions. A permanent resident may use a valid I-551. A student’s route may require a passport, visa, I-94 and I-20 or DS-2019. Other statuses have different combinations, and SAVE verification may need additional time. Bring current documents rather than treating one expired immigration paper as sufficient.
Keep the training folder beside it
Keep the education certificate, practice log and completed affidavit together. The person who supervises driving and the person legally eligible to sign BMV 5791 are not automatically interchangeable; follow the form and statutory eligible-adult requirements. For limited-term applicants 21 or older, the signing supervisor must hold a current Ohio license and attest to the hours driven with them.
Arrange lawful supervision for every practice trip. An adult TIPIC holder needs a licensed driver 21 or older seated beside them, including a holder who also has a foreign license. Then use the knowledge-test guide and road-test checklist to plan the next appointments.
